An Application Administrator or Cloud Application Administrator registers the Microsoft MCP Server for Enterprise in the tenant with the Microsoft Entra PowerShell module, as described in Microsoft's setup guide. This is needed once per tenant and also grants Visual Studio Code access.
- Add the MCP server to your client
Add https://mcp.svc.cloud.microsoft/enterprise as a remote MCP server that uses the Streamable HTTP transport (often labelled "http"). VS Code has a one-click install. For another client, register an application in the Microsoft Entra admin center (single tenant, with your client's redirect URI), add the delegated MCP scopes you need, such as MCP.User.Read.All, and grant admin consent.

- 5 Nov 2026: HTTP 401 with WWW-Authenticate resource_metadata https://mcp.svc.cloud.microsoft/.well-known/oauth-protected-resource/enterprise, which names the authorization server https://login.microsoftonline.com/organizations/v2.0 and scope api://e8c77dc2-69b3-43f4-bc51-3213c9d915b4/.default. The header also carries a legacy authorization_uri and the server's client ID.
